Yes, but... ;-) Using QuickStarter not necessarily is a question of how long does it take to start up the application. From the users point of view, QuickStarter also is an alternative (and by some users preferred) way of accessing LibrOffice in the GUI, with nice shortcuts for opening documents or creating new documents from templates.
