Well! I'm surprised! Simon Lockhart at BBC responded to my bug report for their DNS server by simply saying, "This should be fixed now."
And it is! The nameservers for the bbc.net.uk domain now respond with the correct error code (NOERROR) when queried for AAAA on names with A records but no AAAA records.
