Hello Joel, SMS is supported over TDMA, CDMA networks as well as GSM networks (if there is coverage). SMS Is not supported in all its features (such as reversed billing, ACKs, etc). But you can setup simple sms based services. I have been succesfully deployed an SMS service in the US that is even hosted from the Netherlands with a GSM (Wavecom) modem.
