Have you tried unplugging the Thunderbolt device?

Jep, without any change.

Had an issue with some machines long ago that would not see the
USB keyboard after boot. On those, unplugging and replugging had
the USB keyboard show up and work. Sometimes it required
plugging into a different USB port.

The Keboard is full functional inside the UEFI and right after entering the LUKS password. Only in the small timeframe, in which I need to enter the LUKS password, it's not working. The Monitor, also connected via the same Thunderbolt dock is working fine, all the time.

Never used a Thunderbolt device, so may no do anything.

It's my first TB dock. I've just ordered a USB C one, to test it.

Cheers, Tobias
