I was busy yesterday, but I do not find any ressource, which is writing about Plymouth and Thunderbolt. So... I'm sorry, but I do not think Plymouth is the main problem precisely because the same keyboard works perfectly via USB.
It seems to be, that dracut or initramfs phase of the boot does not respect the authorized status of the dock itself.
