So, I've tried different things, incl. removing rhgb and quiet from boot parameters and adding plymouth.enable=0 to the CMD. Nothing resolved the issue.
Disabling TB4 PCIe Tunneling is working, but only because the dock will fall back into the USB C mode. Otherwise, nothing helps to enable the keyboard during boot.
While the dock is connected via TB, the keyboard isn't even get power (no backlight).
My solution is to connect the keyboard via USB C, directly to the Thinkpad.
