I am kind of trying to understand how you "load balance" between them??
Policyd DB should be available for all of them at the same time to do
some calculations..
Do you have some connections between them? maste|master like setup?

I have 8 mail servers which will be querying 4 policyd servers which are
behind a load balancer.
We process approx 64 million mails per month.
