I would second this, I have about a million emails per day passing through a system where I use policyd. I've set the limits to 30/minute, 100/hour and 600/day. And it still happens from time to time that a compromised account triggers a blacklisting. But it's a fine line between keeping a low enough rate limit, and keeping users from complaining about the limits.
