Well take in account that the DB will need lots or ram and fast storage.
64 million emails is a lot and depends on what modules you are using inside policyd.
If the rules apply per hour it's one thing.
If it's per hour and per day it's another.

You should not need to store in the DB all 64 million transactions.
If you have specific rules that you implement I will be happy to get some of the logic for myself..
And also it will affect the DB.

Note that all 4 servers should hold a lot... and should be very fast..
