This is another issue which can be monitored using a software such as fail2ban.

There is a basic way to block wrong passwords or rough clients statically until they will review the mail policy and contact the provider in some cases.

It can be very simple to block a user and refer him to a URL that will explain most of the things while allowing him to contact the technical support for more info.

If you do know about an option to use fail2ban and to use some DB to block the clients using a nice url I would be happy to see this thing.
