It this point I have to rethink RSEL vs F20 for my mail server.

I really don't see RSEL as a long time solution, rather as a step toward
Centos-arm7. Given that, F20-arm SHOULD be complete(er) with more
people to maintain it (with no criticism of all that has been done to
bring us RSEL).

You're going to be disappointed, because CentOS also only brings with it the packages that are in the core upstream EL distro. Therefore everything you are finding isn't in RSEL you'll find to also not be there in CentOS.

I have built a complete Centos6-x86 server that was ready to launch, but I am not becuase of the desire to use an arm server. I used:

http://wiki.centos.org/HowTos/Amavisd

As my guides, but learned a lot actually putting the system together and deviated some from these documents.

MTA - Postfix -- Complete
SQL - Mysql -- Complete
SQLadmin - Postfixadmin -- Complete
POP/IMAP - Dovecot -- Incomplete

perl-Email-Valid
perl-Log-Log4perl
perl-MIME-EncWords
imapsync

IMAP webclient - Roundcube -- Incomplete

php-mcrypt

Antispam - Spamassassin/Clamav/Amavisd -- Incomplete

Clamav -- Complete
I did not figure out all the missing dependencies for Spamassassin and Amavisd-new

Now the Dovecot may all be scripts and easy to copy over to arm. I already noted that the Roundcube is 'optional'. But Spamassassin not installing?

F20-arm life should be long enough for Centos-arm7 to be out and stable.

You might want to check whether F20 includes everything you actually need. Last I checked the EPEL repository for RSEL is pretty complete, which means you may need depdendncies that are outside Fedora as well, and you'll be back up against the same problem.

I have a F20 test system (for Miredo demos). All I need to do is try the spamassassin and amavisd installs. If they go I try harder. If not I make reasonable inquiries.

Look at the 'math'. RSEL is fantastic, but a real small community. Efforts are in place for Centos to be more inclusive. At some point Centos7-arm will happen; I can make sure it does what I need. F20 COULD be the bridge until then. Or RSEL if we can at least fix spamassasin and amavisd.
