When you do File->New->Labels, you get a dialog with three tabs. On the third tab, you should see a radio box for "Entire Page", and a checkbox "Synchronize Contents" Both of these should be selected. This will give you a page of labels, but you can only edit the first one at the top, left, which is the master label. Whatever you put in it, including formatting, will be propagated into the rest of the page when you click the floating "Synchronize Labels" button.

This is useful when you want to print labels from a datasource or when you want a page full of identical labels.
