I might be speaking out of a dark orifice here, as i don't yet have 3.0. Nevertheless, the topic of dictionaries was hashed over quite a bit on this last May. Thomas Lange of Sun Germany let it be known that 3.0 would only accept dictionaries that were 'published' in the new extension format. Presumably any pre-existing dictionaries will be politely ignored. Ultimately, OpenOffice hopes to close it's eyes until all custom dictionaries go away. The following quote is from Jonathan Blake:

If you are using OOo 3.0, you have to learn to program in half a dozen
languages, to install your dictionary.  This is because it was deemed
that dictionary.lst was "too difficult to hand edit."
