Yes, because 0.3.1 was the only available version when I filed the bug
report . Notice that 0.3.2 only came out 2 days ago according to this:

and: 1) nobody from Sun (the extension provider) bothered with the bug
report, and 2) the update doesn't work even with a working 0.3.1 (see my
previous post).

Also interesting if you look at:
http://extensions.services.openoffice.org/node/1313
they show:

but no mention of any changes regarding a 2008-Oct-16 change. If I look
at the .oxt file I see two changes, both dated 10 Oct: xpdfimport and
pdfimport.uno.so. Neither are mentioned in the above notes.

If Sun (as the OOo sponsor) to OOo are providing extensions, and bugs
are filed against those exensions
(http://www.openoffice.org/issues/show_bug.cgi?id=94784), then Sun needs
to step up to the plate and respond.
