The last time I checked, which was some months ago, the navigator was
admitted to be quite limited in terms of functionality of structuring a
document. In other words, outline mode as offered by MSO was much better
at accomplishing this writers' task than was navigator. Howerever, ...

from your comments above it appears as if things have changed since
then. If what you are trying to stress is that Navigator can be used to
accomplish the document structuring task with at least as much ease as
the outline mode in MSO, I would be very much interested in trying it out.

Please note that I am not very picky regarding the method of
accomplishing the task (Navigator may have a different interface as
compared to the outline mode in MSO), rather I am looking for the
appropriate functionality without any kludges or cumbersome workarounds.

So, let us assume I am not aware of existence of outline mode in MSO,
and I want to accomplish the task of starting the structure of a new
document. Would Navigator do it for me? I hope that it does. If the
answer is yes, would be possible for you to give some URLs which explain
this since it appears that you know more about this than I do.

Warm regards.
