I doubt this is the case but just to be sure.
With the 3.0 release of OO.o the format of Base files changed so as to conform to the ODF 1.2 Database Front-end file specification. OO.o 2.4.1 can read, but not save as, this new file format. If you try to open a Base file created, or saved, with 3.0 or newer using a version of OO.o older then 2.4.1 you will get that filter dialog as it simply doesn't (and couldn't) recognize the newer format.

As for writing your own filter, all I can offer is a link to this page:

(and when/if you read that you will know as much about actually writing a filter as I do...meaning I haven't done it)

Question - If you try to open the file with an archive tool does that work?
