With the 3.0 release of OO.o the format of Base files changed so as to conform to the ODF 1.2 Database Front-end file specification. OO.o 2.4.1 can read, but not save as, this new file format. If you try to open a Base file created, or saved, with 3.0 or newer using a version of OO.o older then 2.4.1 you will get that filter dialog as it simply doesn't (and couldn't) recognize the newer format.

Thanks, Drew, but that's not the case here. The file was created in 3.0.1, which then could not read it.

Actually, when I asked "How does one go about getting/making a filter for a Base file?", I was not so much thinking of getting into the business of writing filters as learning (a) the structure of the Base file; (b) the structure of a filter; (c) what is involved in adding the filter to the Selection Filters list. All of those things would be enlightening WRT the current problem, but I don't fancy becoming an OO contributor (yet). For now I would be content to know that OO will be an adequate office partner - and that, when there are problems, there are reliable mechanisms for addressing them.

Yes, and everything looks OK - meaning that all of the expecting files and folders are there, the structure is there, and the data file is empty because there are yet no records. Interestingly, what began as a 45KB file (much too big for a file with no records) before unzipping becomes only 4KB when re-zipped, but still OO does not recognize it. I think I'm going to write this off as not worth pursuing further at this time, because my intent at this point is to *use* OO, not to work on it.

IAC, your references have shed some insight on this, even if I need to file them away for the most part, rather than diving in to the end. Thanks for another thoughtful reply,
