They are sorted by modules.
Umm, yes but... that fact [if true, and I must say I can't confirm it by

(a) obscure for a suite that seeks to portray itself as integrated;
(b) not prominently (if at all) documented;
(c) hardly self-evident (which alone would constitute dubious design), to
the point that numerous bug reports have been filed, and remain officially
open via #55152, to which the others are referred as duplicates

Furthermore, if the intent is to sort by module, then why not (a) show only
filters applicable to the module at hand, or (b) at least grey out
inapplicable filters, or (c) at /least/ give module headings? I'm afraid
that this list order is, as 55152 indicates, still a problem.
