Thank you for the reply Barbara...
It would appear that on Jul 16, Barbara Duprey did say:
There are a couple of different possibilities. To get rid of these toolbars
completely (you can turn them back on if needed, of course):
Unless they give those buttons keyboard shortcuts, I'm not likely to
ever find a use for them... I have a hard time with the
mouse/touchpad/and even trackball, And besides I don't believe I
actually think visually. I'm sure that most icons (and sadly even
the international driving symbols that have started to replace text
regulatory and warning roadside signs) are worse than meaningless to
me. I practically have to process the proverbial thousand words to
interpret each one, each time... In the case of the roadside warning
sign, I'm usually well past the hazard the sign was telling me about
before I finish mentally translating it, in the case of Icons... Well
If I can't get no helper text, I usually hit <ctrl>+<alt>+<del> long
before the images start to make any sense...

Another possibility is to "dock" the toolbar (move it to an edge) while it is
showing. It will then continue to appear and disappear while you work, but it
won't float over your workspace.
Thank you! Though my experience with them did vary...
* View > Toolbars and deselect the toolbar in question.
Was the first thing I tried, But it kept resurrecting itself...
Docking the toolbar in combination with using "view >toolbars to
deselect them was what actually did if for me. And then the toolbar
finally stayed deselected...
Sorry there's so much visual stuff that is so hard to avoid -- it must
really be difficult, congratulations for managing anyway! The problem
you had at first with View > Toolbars is that unless the toolbar is
currently visible, changing that setting doesn't fix anything. But once
it's showing, you can get rid of it, and it then stays away.
