That is the behavior I expected. But for some reason they didn't stay
away unless they were also docked when I turned them off. That is to
say I didn't bother trying to turn the dang thing off until it showed
up. Then I turned to the menu to uncheck it. But it kept coming back.
Which is why I found this list. Where I learned how to at least dock
the durned thing. At which point I felt that too much vertical screen
space was occupied by toolbars in general and turned them off again.
This time it stayed away.

Strange! I've had no trouble on various Windows systems -- they've always stayed away once they were showing while I deselected them in View } Toolbars. Wonder why they didn't for you -- maybe they've recently changed this behavior? I'm still on 3.0.1. Anyway, another thing that might be worth noting is that I think all the toolbars can be docked to any edge. I typically run with Navigator and Styles docked to the right edge, for example, because I use them a lot and that leaves me with more vertical space.
