As far as I understand it, the easiest way is to do it ”right” from
the very beginning. Heading 1, Heading 2 and so on, are by default set
to the same ”level” as the name says, that is Heading 1=Level 1 and so
on.

So an easy way to do, if you write something from scratch, is to use
Heading 1 for main heading, then Heading 2 for sub headings for
Heading 1 and so on. If fonts and things like that are wrong, edit
them by pressing F11, right click the style, click Modify and change
whatever you want.

If you didn't start ”right”, it's of course possible to do corrections
afterwards. When you insert the Index by clicking [Insert → Indexs and
Tables → Indexes and Tables…], click on the Styles tab. That's the
place to associate styles with levels.
