How is the interface (menus, etc.) language changed?

A post by Brigitte Mees (Texte en format "paysage") poses a simple question, but answering with some assurance about her menus requires a view of OO's French [possibly Belgian French if that matters] menus. I went to Options | Tools | Languages and tried changing "Locale setting" and "Default language for documents" to "French (Belgium)", with "User interface" remaining at "Default" (the only other choice being "English (USA)" - but the menus, and all of the user interface, remain in USA English.

Next attempt: went to the OO Downloads page <http://download.openoffice.org/other.html> looking for some kind of language packs, but again nothing: just complete package downloads in different languages. I'm sure the executable code does not change from language to language; just the user interface. Is there a simple way to make that change on an installed package?

The thing I think could be improved is the advice on where to find localised versions of OOo - the discussion suggests you find mirror sites. In fact you can get to the right place directly from the main (English) OOo web site:

   * go to www.openoffice.org
   * click the "I want to download OpenOffice.org" button
   * click the "more platforms, ..." link
   * choose your language and platform

Alternatively, if you know the right URL for the language's main site e.g. www.fr.openoffice.org for French, the the Download (Télécharger) button takes you directly to the French version for your platform.
