Not only that, the links on that page are incorrect (maybe that's why
it's so hard to find...). For example, the first language on the list
has the following url:

Which relinks (via bouncer I think) to http://<mirror>/pub/openoffice/
You will then get a 'Error 404' because there is, of course, no 2.3.1rc1
directory at /pub/openoffice/extended/. The language packs are on the
server, but only if you use /extended/3.1.1rc2/ and it is now:
OOo_3.1.1rc2_20090820_Win32Intel_langpack_af.exe
/pub/openoffice/localized/ does not seem to be maintained well.
<anyversion>Win32Intel_langpack_af.exe is not listed, and the first
directory starts at /cs (and it's empty). However, the directories that
do have data in them seem OK. For example:
/pub/openoffice/localized/fr/3.1.1/OOo_3.1.1_Win32Intel_langpack_fr.exe
But that's probably an issue for (/localized v /extended) discussion
over on the release list.

Joost made a comment back in July stating the content is old:

But it doesn't look like anyone bothered to actually update the page
since then. It's actually quite a helpful page, and probably should be
maintained & then added to the http://download.openoffice.org/other.html
page. As least a short note + link to
http://wiki.services.openoffice.org/wiki/Download_OpenOffice.org_LanguagePacks
would resolve questions such as these.
Maybe a bug report would help?
