It seems that what you really want here could be described as:
if this is the last page, use page style 2 (e.g., Final Page), else
use page style 1 (e.g., Default)
This might be a fairly easy enhancement (if there's any such thing!),
because there already is a sensitivity to "last page" for other reasons.
The nesting you requested is a bit fuzzy. The results would be:
* For a one-page document, use style 3.
* For a two-page document, use style 1 (on both pages).
* For a document of three or more pages, use style 2 (on all pages).
But both style 1 and style 2 actually need two different footers, and no
single page style can specify that. If a single style could be made
context sensitive, having different footers for non-last and last pages,
you wouldn't need both style 1 and style 2 anyway.
For your particular situation, it seems to me that you'd currently be
best off by just having the signature line and legalese as text not to
be overwritten, and use the same footer on all the pages.
