Ummm.. I am lost about what you mean here? I can certainly select two
or more objects in Draw and align them. I can also rotate them if they
are 3d or rotational objects.

Writer does not offer the graphics capabilities as it is not required.
That is what Draw does for you. You simply do Insert -> OLE Object and
choose the Draw type. This will then allow you to edit (using Draw),
any drawing object you want in your Writer document.
