The standard answer to most formatting questions in OpenOffice.org is
- Styles!
I'm not aware of any way of changing the default border thickness of
the toolbar icon, but it's easy to create a new style with the desired
settings.
- Show the Styles and Formatting box by pressing F11 (or selecting
Format / Styles and Format from the menu)
- Right click somewhere in the box and select New. Give the new style
an appropriate name. Perhaps "Borders".
- Click on the Borders tab, and create the desired borders with the
required thicknesses.
- Click OK.
Now any time you want to apply borders to a cell, just select the new
style.

Yes, I'm aware that this can be done through styles. I should have
mentioned that in my note. A drawback of using styles to achieve his
desired results is that the style is only present for that particular
spreadsheet. I realize that a template can be created with this style,
and then this template can be designated as the default template, so
that any newly created spreadsheets will have this style available. But
that doesn't do any good for any existing spreadsheets. Plus it can seem
like a lot of steps for a non-power user, which this person is, to go
through.
