For starters you are better off not using Writer to create web pages.

I agree totally. Writer is practically useless for producing W3C compliant code.

If you are running Windows use Dreamweaver if you are running Linux
use Quanta Plus.

Dreamweaver is big $$$ but excellent. Nvu is a free, open source wysiwyg web
authoring program .  http://www.nvu.com/index.php

You will have much better control of your web pages.

You get even better control by writing your own XHTML and CSS. I use HTML-kit to
write XHTML http://www.htmlkit.com/
and TopStyle Lite for CSS
http://www.newsgator.com/NGOLProduct.aspx?ProdId=TopStyle&ProdView=lite

You might also go to w3c they have a wysiwyg web page builder for
Linux.  They may have one for Windows as well.

Instead of HTML-kit I prefer PSPad http://www.pspad.com/en/
through which one can link directly with TopStyle Lite. I do though find the HTML Kit's Tidy a more effective tool. Both, of course, are really glorified text editors.
