This is already possible. You must take the following steps:
1 Open Calc
2 Choose File>Open (or the Open-button)
3 Choose TXT (*.csv, *.txt) as the filetype you want to open
4 Select the file you want to open and click Open
The file should now open in a Calc window, but before it does you get
the chance to tell which column delimiter you want to use.
