I think you'll find they're supposed to be supplying that only with
"qualifying hardware".  What is "qualifying hardware"?

It does not mean you can walk in off the street and buy a copy, without
hardware purchase.

I quoted the price of a very popular office supply store, where the
"average person" would walk in, pick up the package from the shelf and
then proceed to the cashier.  That is not inflating the price.  That is
the actual price you or I could expect to pay, if we went into that
store or many others..

XP's not that great either.  However, there are many people who still
run W98 and I even know of one who's still on W95.  In many locations,
those computers are not attached to a network, so there's not quite so
much of a security risk.

Either way, $294 is still a long way from free download.
