Go to Tools > Options > OpenOffice.org Writer > General to control the
default tab stops interval
If you want non-regularly spaced tab stops then you should create a
paragraph style and allocate the tab stops positions in the tabs page.

Don't double click. If you single click on the ruler the dialog does
not open and you get a tab stop of the type highlighted in the top
left corner.
