Tools>Options>OpenOffice.org>Memory and then tick the box "Load OpenOffice.org during system start-up". Click OK and the "birds" icon should appear in your System Tray (official name for that part of the screen). This should now also survive a re-boot.

Have you, or anyone else, been messing around with MSCONFIG? Unchecked some of the startup items maybe?
