OOo (OpenOffice.org) definitely can open PowerPoint presentations. I do
this almost every day.

How are you trying to open/view your ".pps" files"?
What happens when you try to open/view your ".pps" files"?
Do you see any error messages? If so, what exactly do they say?

Try starting OOo Impress, then go to the "File -> Open" menu and select
one of your ".pps" files. The file should then load into Impress, ready
for editing/viewing.
If this works and you want to open ".pps" files in Impress by opening
(eg. double clicking) them externally, you need to change your Windows
file associations. See: http://support.microsoft.com/kb/307859
If you want your ".pps" files to auto-start as a slide show in Impress,
download and install the "Auto Starter" extension from:
http://extensions.services.openoffice.org/project/ImpressRunner

If you cannot open these files from within Impress, please check that
your files are actually in ".pps" format and not the non standard
".pptx" OOXML (Office Open Extensible Markup Language) default format
used in MS Office 2007. Even earlier versions of MS Office (with
compatibility add-ins) cannot open this format with 100% accuracy. OOo
developers are currently working to add this to OOo's list of
interchangeable formats for a future release.
