That would be your computer blocking you from downloading the program.
It is a setting in the computer that needs to be changed or accepted to
allow this.

Perhaps what it is doing is asking you if you trust the website to give
you a program that is safe. Try again and see if this is so. Microsoft
charge companies money to become trusted websites and because this is a
free program there is no money to pay for Microsofts frivolities.

If i am corect, accept responsibility for the download and then check
the downloaded program with a virus checker and malware checker *before*
installing to put your mind at ease.
