You cannot buy OOo (OpenOffice.org) it is always free. You can buy media which contains the program, but OOo has always been and always will be free.

It sounds as if you have downloaded the wrong program, because OOo does not have any "pop-up" of the kind you describe. The correct place to go to download the latest version (2.4.0) is:
