As others have mentioned Windows 98 is no longer supported, as of July 11 
2006.

  If you do provide Windows 98 make sure users know that there will be no 
security updates and machines running that OS should not be connected to  the 
Internet.

As for Linux suggestions, I like anything using KDE (the K Desktop 
Environment) largely due to the ability to split windows in the Konqueror 
file manager/web browser.  However, if the machines you are supplying are old 
you may be better served by something lighter such as Xubuntu.

Download a few distributions and try them out.
