What Operating System are you using? I have OOo 2.4 on Linux and if I do
"Insert Envelope" then "Format Size" and choose "DL" it shows 22.0 x
11.0 cm. Is that how you are using it?
Likewise if I do "Format Page" and choose DL it gives the same dimensions.
Seems something odd with your setup.
