One last time, and hopefully it will be clear and remembered after this:

The dictionary format will not change at all with extensions!

It is just that those dictionary files get repacked into oxt files
(which are actually zip archives) with some other files that need to be
there to make an extension.
And the job of the dictionary.lst is now done by configuration entries
as with ALL other optional stuff in OOo. Those entries are part of the
extension as well.
