Wrong!!
For example currently Laurent was so kind to lend a helping hand to
convert the existing dictionaries into extensions.
Namely those that were previously pre-installed (those within the CVS
tree of OOo).

Also since he maintains the current dictionary download page I think he
will probably convert even those dictionaries that are not pre-installed
by default into extensions. But I must admit I have not yet asked about
those.

Yes, it is!
If you have a functional dictionary extension, e.g. the one from
Olivier, you need just to unzip the package, replace some files, change
the contents of about three other xcu/xml files and repack everything.
The process should not take more than 15 minutes.

For various reasons not all of them are pre-installed.

For example in French you have 3 sets of dictionaries to choose from.
The for pre spelling reform dictionaries, the one that incorporates that
reform, and a third which is a mix of both.
Thus we need to decide which one is going to be pre-installed. And that
one might not be what the user wants...
