This thought presumes that there is a "dictionary publisher", i.e. somebody with the inclination and time to maintain dictionaries. The scientific ones that i've seen were just knocked together to accomplish a job and then released as is. I well imagine these people don't want to, and shouldn't have to, maintain or 'publish' dictionaries. They've done their job and given us the dictionary. Anybody who insists the dictionary format change to accomplish their own goals then bears the burden of doing the conversion themselves [or, as Michael Adams said, provide a fully automated tool to do the conversion].
