This statement implies that common usage and the BIPM Brochure
are of equal stature (or that common usage might even be superior
to guidance from the BIPM in some cases).
By that logic, the US is destined to delay adoption of SI as
defined by the CGPM (and BIPM) as late as the 22nd Century or later!

In France, Canada, and some other countries, perhaps, but the SI
unit for area m2 is already used as much if not more than hectare in the U.S.
