They're slide jumpers. There's a third one to set the minimum on/off time,
with a default of 5 minutes (jumper on) and an option (jumper off) of 2
minutes.

Interestingly, in spite of the 24-hour and Celsius options, there's nothing
about it on the package. The options are listed on the instruction sheet,
under "Advanced Features." All of the illustrated operating examples use
am/pm times and degrees Fahrenheit.
