My Honeywell CT3400 appears to have been manufactured and
packaged for the US and Canadian markets.  The warranty page of the
users guide lists one address for returns from the US and
a separate one for Canada.

The thermostats have default settings of �F and 12 hour clocks,
so they don't customize the settings for Canada.  In general,
Canadian homes do use �C on their thermostats.
