Well, it certainly doesn't help metrication; however, I don't see it as 
particularly hurting either.

Metrication involves having a COMPREHENSIVE plan to go metric and QUIT using 
traditional measure.  That plan is sorely lacking in the United States.  This 
fits something new into the current context of fuel economy as expressed in the 
United States.  Metrication would involve changing the expression of fuel 
economy for ALL vehicles, regardless of how they are propelled.  If we 
metricated the 99%, the 1% would be pretty easy to settle.  Requiring 1% to be 
in metric and leaving 99% traditional doesn't get us there.

There is still no requirement to express a metric form of fuel economy, liters 
per 100 kilometers, or alternatives for ANY vehicle in the United States.  The 
key requirements of metrication are to REQUIRE metric and to NOT require 
traditional.  We can debate whether traditional should be forbidden or 
tolerated 
as supplemental information, but metrication is about getting past it.
