I don't think that BCP-like text for OS is as easy to get done
is you seem to believe and I also think this WG has been a year
on the go already and it's past time to get the basic BCP out.

I agree with Stephen. I don't think we have enough OE practitioners "in
the room" to reach consensus, and publishing the BCP ASAP is way more
important than reaching closure on OE best practices.
