You need to torque when COLD. They expand when warm

I have a question about the exhaust heat guards (not sure what the real name
is).  The covers for the pipes leaving the block are nasty.  The clear coat
has turned yellow and is peeling.  What is the normal deal on this.  I was
thinking about pulling then and using aircraft stripper to get the old clear
coat off and buffing them out.  Any other idea on this?  Thanks in advance.
