Without intending to be argumentative, I don't know how many people it will take complaining about this, and ardently so, to give an idea that there is something inadequate with the specification in this regard (which certainly doesn't forbid following the ordering we're talking about).

As in real law, just because something is a law (and should be followed), doesn't mean the public need to swallow the dictate as some kind of eternal decree or avoid demanding higher standards from their local institutions, etc. Of course, if after full discussion, Google is still not willing to implement, this bug report might not be the place to prolong the discussion (besides people adding their votes for the issue).

As also already mentioned, the more implementations that exist which support the same ordering, the more possible it will be fix ordering requirements. IE seems like it is finally getting on board with standards, so who knows if they may eventually come around (since they DO have an issue with iteration order in the case of deleted-property-values-but-not-actually-deleted properties (their sequence remains the same even after "deletion")).
