I started to review this, but I had trouble seeing the direction you want
to go.
Could you outline a bit how you want to do it? It's a bit hard to
reconstruct
the intention when it is unclear what is only transitional code and what is
code
which should stay.
Regarding the "how-to-land": If it is a mechanical changes (which it should
be),
I have no problem with a big CL. If you could find a way to land things
incrementally (either by "layers" or by features), it would be nice, but not
really necessary from my POV.
Again, I'd like to hear some feedback from the ARM people...
