Concerning layered images, I don't know how Photoshop stores its stuff, but
GIMP can compress things for you when you save in their format, and my maps
I use to run games (so already optimized for compressability), get about a
factor of 10.

The problem with things like CVS is their problems with binary data.  CVS is
better than most, but still..
