This question is better asked in terms of "what is needed to create a VASSAL
module?"  The main thing to do (for a basic module) is to move the artwork
into the VASSAL module, and to set up all the traits for the units.  Another
desirable thing to do is to set up a coordinates system for the map(s).
Then, if you need to do some special automations for the module, you might
need to write some custom Java code.  But, you can build some very
functional games without writing a line of Java.
 
To get the general idea of how the internals of a VASSAL module are
structured, download any significant module, start up VASSAL, select the
"Edit Module" button once VASSAL starts up, and load the module you
downloaded.

Herman web site. What's involved in converting the cyberboard set into 
a module for Vassal?
