I didn't intend to suggest that all vms would be on the same physical host.

Its easier to discuss the tools needed to make this idea work when you
are only dealing with one host.

My plan would have been to get it working on one host, and then modify
it to spawn off on multiple physical hosts preloaded with the vbox
system.

Your comments are very valid.  Thanks for making sure I was thinking correctly.
